One user doesn't not receive cc'd from Outlook 365

I have one user who never receives any emails for which he's cc'd.  It's a mystery to me - I look through his folders thinking maybe it went to junk or some other folder but that isn't the case.  Any ideas? Thanks very much. It is not just between one particular user or another, it's all users who attempt to cc this person.
