o365 resource room cancel vs delete

I have an admin who manages resource rooms and has full editing rights and wants to be able to right click delete any booking from a colleague.

This are meetings the admin was not invited too. Please correct me if I am wrong? The calendars room bookings are design to cancel and this way all the attendees (or no attendees) get the email notification etc. You can't just simply go into any calendar and delete. It might work sometimes but not always.

When the admin right clicks and delete the booking it generates an error: process could not be completed were the element possibly been deleted or moved. We are using O365 Pro Plus and cached mode shared calendar....
