Free Exchange 2013 with Office 365? (just for management)

Hi,

We have just migrated from Exchange 2007 to Office 365 (cloud).
I found that O365 GUI lacks lots of features and that many things need to be done via PowerShell instead.

I've read that MS used to give free Exchange 2013 just for management:

Is that still the case?

Is MS still offering Exchange 2013 / 2016 just for management?

And if not, is it possible to install Exchange 2013/2016 just for its management console?
