restore user office 365

I need some help. Yesterday, I accidentally deleted the wrong user from Office 365 (Exchange Plan 1). Today, after seeing what I did, I 'restored' the user. This all worked fine, except the user has no access to their office 365 account. I have made sure they are licensed, have connected via powershell, and ran get-mailbox , comes up correct. I have looked at my 'softdeletedmailbox' list, it is not there. When I login to the Office 365 Admin portal, it shows that "this user doesn't have an exchange mailbox". I login to the Exchange admin portal, it shows him with an exchange mailbox, and the correct email address. When I attempt to login to Office365 with his credentials, all I get is a start page, no services. Help?
