Office 365 E3 equals unlimited E1 local users?

I'm aware that the O365 E3 license allows up to five concurrent activations of the full Office application suite.

So, does this mean that if I have an office with 25 users and five PCs, with five users sharing each PC around the clock, that I only need one E3 license to unlock the suite for each user?
