Why are some users delegates in Skype for Business?

I have what I consider a strange situation:

All of my user are currently on Office 365 E2 licenses with access to both email and S4B. It is my understanding that with this license it is not possible to assign users delegate access in S4B to allow them to schedule online meetings for their supervisors..

The weird thing there are a handful of users who do have delegate access but I cannot figure out how the rights were given. There is no Call Forwarding option available so I don't see how they would have assigned the access.

Does anyone know how the access rights were given and, more importantly, if there is a way to add them to another user?

Also, does anyone know Microsoft's reasoning for not making the option available? I understand if we have enterprise voice enabled we should get the option but in many cases online only meetings are...
