Outlook 365, Public Folders and Calendars

So I've created a few Public Folders and created a new Calendar inside and I'm adding my users but there are no Free/Busy time details under Read in the Permissions all i have are None and Full Details. Is this by design in the new version or am I doing something wrong? Is there a way I can have just a Shared Calendar with access rights to only the people I want and they can see Free/Busy times?

This is the Public folder calendar


Again if this is by design does anyone know a different way to setup the Calendar so I can get this functionality back? We had it in Exchange 2010 OWA with our public folder calendar there so not sure if they changed it to not work as I've read they were trying to do away with Public Folders.
