Office 365 Migration

I have an upcoming office 365 migration for a small office of about 40 people.

They currently have a SBS 2008 with Exchange 2007 SP3 on site.

There Exchange has not been kept tidy and they have 100+ mailboxes still active even though they only have 40 staff due to when staff leaving it just being left as it.

What is the best way to cherry pick what I send to office 365?

A cutouver migration will not give me this ability? (Unless I edit the GAL and just leave the Users I want to go up to the cloud.)

or a Split migration where I keep the SBS in place and Office 365 going at the same time. My understanding of this is I can cherry pick when I send to 365 and what I leave on the server? (The end goal is to remove exchange from the server and use 365 for mail and the AD managing for exchange users.) How easy is to to remove the onsite exchange server at the end of the migration?

Is there any other way Im missing? .. Is there any loophole in the licensing I could setup a temp exchange 2010 server at a bridging point? Would this make it any easier?
