Office 365 - Allow user to admin GAL contact info ?

We need to allow an intern the ability to update contact info in the GAL of an Office 365 E1 environment. Looking to update things like extension numbers, manager, etc. Is there any way to allow this user to make these updates directly from Outlook?

If so how do I give them rights to do that and not anything else? Same goes if it needs to be done from the web portal.
