Does Exchange Online or Office 365 require Outlook licenses?

I'm a bit confused about Outlook client licensing and there seems to be conflicting info out there. We have some users on a basic Exchange Online (no Lync, no Sharepoint, no Office 365) plan. It is my understanding that they don't need Outlook client licenses to use Outlook Web App but some info out there says they do. But that info seems to be referring to on-premise installs.

The issue is now that they want to use "fat" Outlook now so they can view Public Folders, but that would mean they need to be upgraded to Office 365, right?
