Azure Active Directory Module for Windows failing

Trying to set up our AD environment to sync with o365,

I have a Windows2008 R2 x64 member server that I'm loading the Azure AD tool for SSO/DirSync and it fails. Saying it is not supported by my version of Windows

NET 3.51 is a requirement, but on my server under features, it only lists NET 3.0. However, under programs, it lists 3.51 as being installed.

I'm stuck. Any advice?
