Lync Contact Card Numbers issue

So I may be confusing two ideas here, but here is my issue.

We are using Lync 2013 enterprise voice for some of our remote users to be able to call normal outside of our organization. When some users go to call another user or contact, they get a busy signal. Here is what I think the issue is.

When I look at the contact card of the person they are trying to call, the number is saved as "+8175555555". Lync is freaking out because of that + symbol in the front.

When I look in AD though, the number is stored as "817-555-5555"

The weirdest part of all this is some peoples lync contact card has both "817-555-5555" and "+8175555555" as numbers available to call.

So I am wondering if for some reason our dial plan's associated normalization rules are stepping in here and doing something we didn't intend them to do, but they may not have anything...
