I have a bunch of users with outlook 2013 and office 365. One user suddenly is having terribly slow speeds synching email. When I send from that account I get the email about 20 minutes later. If I leave it open all night it MIGHT have finally synched by morning.
I have disabled check sum offloading, tried a new profile, internet speed is great 9 meg. Scanning the ost repairs errors, doesn't seem to do anything. As of writing this the folder last updated 25 minutes ago but clicking send receive hangs like it thinks its downloading a ton of mail.
OWA works just fine and this user and setup work fine when she is in a different office. DNS is set to google, they are a work group. Windows 7 64 bit. Symantec cloud av which I have removed made no different and reloaded.
