"Updating INBOX" In New Office 365 System With Outlook Clients

We just completed an Office 365 migration from POP3...despite a lot of tedious work from me, it went very smoothly. Today, I started importing users PST files and I have a handful of them stuck on UPDATING INBOX and as a result, they cannot receive emails. This is AFTER importing their PST's into their exchange account.

We only have a dual T1, 6Meg internet here so I am thinking bandwidth is causing the slowdown but it has been 5-6 hours now on these users and still no emails. Luckily, they can still use Outlook Web App but this is kind of concerning me.

Is this normal?
